I think that Gandalf deserved it. He did his job there and he proved that he'll stay on the side of good, no matter what happen

Reasons why Elrond deserves to go to Valinor more than anyone else..... eternal peace.... 1) He never really knew his mother and father( correct me if I am wrong) 2) he lost his TWIN brother. 3) he lost his king (Gil-galad) he actually watched him die! 4) his wife left him for Valinor after being tortured by orcs 5) His adopted son is mortal.... and hes going to die 6) his daughter CHOOSES to die mortally 7) He doesnt know if his sons are going to choose immortality or not. 8) He held Vilya for quite a long time. 9) he has foresight which is both a gift and a curse
there are prolly more that I will think of later

They all kind of deserve to go. Personally I think Aragorn deserved to go and the twins and Glorfi which are not on the lists. Every one of the characters did something worthy.

No matter that he'd suffered a great losses in his life and that the Middle Earth brought him more grief than happiness , Elrond chose to stay and to fight on the side of good until the end . That's why , for me , the Peredhil is the most deserving to go to Valinor . Only on the shores of the blessed lands he'll be able to free himself from the weight of time upon his shoulders and to find a true bliss .
